Emerging Decentralized Politics of Collective Violence in Nepal This paper was presented at a two-day national seminar on "Discourses on Conflict, Democracy and Peace: Transformations in Nepali Society" Organized by Centre for Nepal and Asian Studies, Tribhuvan University, Kirtipur, July 10-11, 2005. We decided to publish this unpublished paper without any update or postscript for two reasons: (a) it helps to understand politics of collective violence, and (b) it provides explanation of the origin of current decentralized politics of collective violence - Editors.
